The CE Participation – Clients Not Assessed by Project report is available in BusinessObjects and is designed to help projects identify clients who are actively enrolled in a specific program but do not have a Coordinated Entry (CE) enrollment.
This report supports projects in:
- Identifying clients missing a CE assessment, which may be required for housing referrals.
- Monitoring compliance with Coordinated Entry 90 day participation expectations.
- Prioritizing outreach and assessment efforts to ensure clients are connected to the CE system.
By providing a clear view of unassessed clients, this report helps projects take proactive steps to close gaps in CE participation.
Locating the Report
To find the report, follow this folder path in BusinessObjects:
Public Folder -> chicago_live_folder ->Chicago CoC Reports (Secure) ->Coordinated Entry ->CE Participation – Clients Not Assessed by Project
Running the Report
Click on the report name to open it.
Once the report loads, you’ll be prompted to enter the following parameters:
- EDA Provider: Leave this as the default provider. Do not change this value.
- Enter Effective Date: Leave this field as-is. It is pre-set and does not need to be modified.
- Select Provider(s): Choose the correct Project ID for the project you want to review. Do not select the agency ID.
- Bonus: Count Assessments My Agency Completed – Start Date: Enter the start date for the bonus count range (optional).
- Bonus: Count Assessments My Agency Completed – End Date: Enter the end date for the bonus count range (optional).
Click Run to generate the report.
Understanding the Tabs
The report includes several tabs that help identify clients who are missing CE assessments or updates:
Need CE Enrollment
This tab lists heads of household who are enrolled in the selected project but do not have a CE enrollment. It includes:
- ClientID / Client Unique ID: Unique identifiers for the client
- First Name / Last Name: Client’s name
- Entry Date: Date the client was enrolled in the project
- Days Enrolled: Number of days since project entry
- Entry Exit Provider ID: The project ID
- Experiencing Chronic Homelessness: Indicates if the client meets CH criteria
- Age: Client’s current age

Need CE 90-Day Update
This tab lists heads of household who have a CE enrollment but require a 90-day update. It includes:
- ClientID / Client Unique ID: Unique identifiers for the client
- First Name / Last Name: Client’s name
- Last Assessment Date: Date of the most recent CE assessment update
- Days Since Last Assessment: Number of days since the last update
- Entry Exit Provider ID: Project ID
- Experiencing Chronic Homelessness: Indicates if the client meets CH criteria
- Age: Client’s current age
Use this tab to monitor compliance with CE update requirements and identify clients who may need follow-up.
CH Details
This tab provides detailed information about Chronic Homelessness (CH) eligibility for clients. It includes:
- ClientID / Client Unique ID: Unique identifiers for the client
- First Name / Last Name: Client’s name
- Provider: The project or program where the client is currently enrolled.
- Experiencing Chronic Homelessness?: Indicates whether the client meets HUD’s definition of chronic homelessness based on the logic explained below.
- Project Entry Date: The date the client entered the current project.
- Does the client have a disabling condition?: Shows if the client has a documented disabling condition (required for CH status).
- Relationship to Head of Household: Indicates the client’s relationship to the head of household. For CH determination, this should be “Self.”
- Current Residence/Living Situation: Where the client was staying immediately before entering the project (e.g., streets, shelter, institution).
- Length of Stay in Previous Place: How long the client stayed in their previous location before project entry.
- On the night before did you stay on the streets, ES or SH?: Confirms if the client was homeless the night before entering the project.
- Approximate date homelessness started: The estimated date when the client’s current episode of homelessness began.
- Number of times homeless in past 3 years: Total number of episodes of homelessness in the past three years.
- Total number of months homeless in past 3 years: Combined duration of homelessness across all episodes in the past three years.
- If homelessness continued after entry: Indicates additional months of homelessness if the client remained homeless after entering the project.
How CH Status Is Determined
A client is considered Chronically Homeless (CH) if they meet all of the following conditions:
- Has a Disabling Condition
The client must have a documented disabling condition as part of their enrollment. - Is the Head of Household
The client must be listed as the head of household in their enrollment. - Has a Qualifying Living Situation
The client must be currently homeless or have recently come from a homeless situation, such as:- Living on the streets, in an emergency shelter, or in a Safe Haven.
- Coming from an institution (e.g., hospital, jail, treatment center) after staying there less than 90 days, and having been homeless right before entering the institution.
- Meets Homelessness History Criteria
The client must meet one of the following:- Four or more episodes of homelessness in the past 3 years, totaling at least 12 months.
- Continuous homelessness for 12 months or more before entering the current project.
If any of these conditions are not met, the client will be marked as Not CH in the report.
Bonus – Assessed by Agency
This tab shows clients who have been assessed by your agency, regardless of project. It includes:
- User Creating – Staff who completed the assessment
- ClientID: Unique identifiers for the client
- Assessment Date: Date the CE assessment was completed
- Count of Clients: Total Unduplicated count of client IDs
Note: This tab is not specific to the selected project and may include clients assessed by other programs within your agency.
