HMIS access can be transferred between agencies when it meets the following criteria:
- Within the Chicago CoC and
- Currently have access to the HMIS or was active within the last 6 months
- Have verifiable, corresponding training in the LMS
If all of the above applies to the existing or previous HMIS access, please note that access to Housing, Outreach, and PATH-funded projects require separate training and sample client:
- If you will be working with the same project types, then you are eligible for a full transfer of access, bypassing all additional training.
- If you will be working with different project types, then only the project-specific course and sample client is required. Please note that course requirements have changed as of January 2026.
- If you (or your user) do not meet the requirements, then the full HMIS training will need to be completed.

Follow these steps to request a transfer of HMIS access:
Step 1: If needed, update LMS account
Users will be using Talent LMS (Learning Management) to take training courses.
Do not create a new LMS account; follow this Step by Step Instructions on How to Update Your Existing Account. This ensures that all training history and progress can be found in one account.
- If they have already created a new one, please have them delete it and update their old account:
- If they have an account under a personal email, please have them update their account to be linked to their current agency email. This allows us to easily verify what organization someone is associated with.
- If they cannot access their old account, please send a ticket and we are able to update the account to their new email so they may have access to it again.
We cannot transfer course progress between accounts.
Step 2: ATA submits request for access
If the user meets the above criteria, complete the following form: Transfer User
- When completing this form, please submit one user at a time.
- The request will be reviewed and provided next steps. A resubmission may be required for users found ineligible.
- Only agencies that have a current APA on file may submit requests:
- Only current ATAs that have attended the live trainings in December or have completed the HMIS Access Process course may submit request(s). Directors may submit in the case of new agencies or when a new ATA needs to be assigned due to the departure of an old one.
Step 3: Wait for Next Steps
- If the user will be working with the same project types with the same responsibilities, then you are eligible for a full transfer of access and no further action is needed.
- If you will be working with different project types or responsibilities, then additional training will be added to your LMS account. Please note that course requirements have changed as of January 2026.
In any case, providers should expect a confirmation email from the HMIS Team, outlining next steps.
