In 2016, it became a requirement for ESG reporting to come straight from HMIS through exported CSV files. Very similar to the HUD CoC APR. In 2016 and 2017, the tool used to collect the HMIS files was called eCart - a fancy macro-enabled spreadsheet. This will not be used in 2018. Moving forward, all files will be submitted through Sage.
DFSS is required to submit an ESG-CAPER to HUD. They work directly with sub-recipients to gather files from each project.
Each sub-recipient of ESG funding is required to run the report in HMIS and pull down a zipped file for each provider. Some agencies have multiple HMIS providers for one ESG grant.
DV agencies are expected to submit a file as well, using a comparable database to pull their files. This has not yet been successful in Chicago.
