For the 2022 Housing Inventory Count (HIC), we are further refining the process to reduce the burden providers face and leverage automation built into HMIS. Because of these changes, the importance of the data in HMIS about each project is critical. We will continue to use the ‘Pre-HIC’ process to update project data in HMIS during the months of December and January.
The HIC will no longer be a survey all providers or projects must complete on the night of the Point-in-Time (PIT) Count. Projects will proceed along different paths based on their project type and whether the project is in HMIS. All Chicago will contact all providers to confirm which category they are in by early January at the latest.
HMIS Housing Projects:
HMIS will provide all HMIS participating permanent housing projects with Utilization Reports from ART for the night of January 27 (the night of the PIT count). Providers will need to confirm these reports are accurate or correct any errors for each operating project.
HMIS Other Projects:
Emergency Shelter (ES), Transitional Housing (TH), and Safe Haven (SH) projects will no longer participate in the HIC. The occupancy and vacancy data collected via the PIT will be used instead.
Projects that do not use HMIS:
Projects that do not regularly enter data into HMIS (non-participating) will need to complete a survey to report occupancy and vacancy on the night of count similar to recent years.

Pre-HIC Live Webinar FAQs
How should newly started ESG-RRH projects funded under the EHI program participate in the HIC process?
They should complete a Pre-HIC survey and expect to participate in the HIC process in January that will be explained on the Live Webinar on January 18, 2022. Providers will report the number of beds and units that are currently being used to house individuals. Do not include individuals or households who have been referred to your project but are un-housed.
Expect the survey to take additional time to complete since there will likely be no reference data pre-populated.
How should For ES/TH/SH projects that reduced beds/and our units because of decompression efforts to slow the spread of COVID-19 but are now operating at, or close to, pre-COVID capacity again, respond to the Pre-HIC survey?
The Pre-HIC should reflect how your project is operating at this point in time. If your project decreased the capacity temporarily for the past calendar year but are operating more beds or units than listed in the reference data, you should report a change and explain why you are increasing your beds/units.
Do interim housing/shelter providers (projects that are ES/TH/SH model types) need to complete a Pre-HIC?
Yes, all projects must complete a Pre-HIC survey. ES/TH/SH projects will not participate in the HIC in late January at the time of Point-in-Time(PIT) count. We will use the occupancy and vacancy data from the PIT in place of your project participating in the HIC.
How will permanent housing providers who are not participating in HMIS complete the HIC occupancy/vacancy portion of the process on January 27?
These providers will be identified in advance of the process and confirmed by All Chicago’s HMIS team. On January 28, they will receive a HIC survey very similar to the surveys used in 2020 and 2021.
Can the Pre-HIC survey be provided as a PDF for reference?
Yes, that will be posted with the other TA materials on the HMIS Helpdesk.
